The Deathly Duels is a series of Games which has different changes in rules in each version, that occur every two years. The rules are created by the nation's current President, during the announcement of the Games three months earlier, without any other conditions, and would have no reason of creation.
In the SHG series, since the re-creation of the Hunger Games, which had started from the 76th Hunger Games, every two years there will be a special Hunger Games, much like the Quarter Quells, that has slight change of rules.

The twist for the first Deathly Duels was that the Escorts of each District will have to choose the tributes randomly from the crowds of teenagers. Even past Victors could be called for. For this, Dennin Neuverman had to re-enter the arena against his will.
